When you build your character, you can make them more effective at firing outside of VATS, so that's a character progression element in the game that you could focus on if you plan to not use VATs aor don't like it.
There's probably mods that disable vats and increase your gun performance outside of VATS, but the game is kinda designed around VATS because it has RPG elements.
